The University of Georgia
The University of Georgia (UGA), Georgia’s flagship public research university and the city’s economic anchor, has ~41,000 students. UGA was the first chartered state university in the United States (1785). The Athens-Clarke metro’s identity centers on UGA — from football Saturdays at Sanford Stadium to the music scene that birthed R.E.M., the B-52s, and Widespread Panic.
UGA applies its own drug-and-alcohol policies on campus. Federal financial-aid implications and federal-research-funding policies apply to many UGA roles; Amendment 98 cards do not protect students from university-housing or research-employment drug-testing policies.
The August 2022 Athens-Clarke Ordinance — $35 Fine
Athens-Clarke County passed a sub-ounce decriminalization ordinance in August 2022 setting the $35 fine for sub-ounce possession within Athens-Clarke County limits. This is the lowest fine of any Georgia jurisdiction — less than half of Atlanta’s $75 framework and a small fraction of the state misdemeanor maximum ($1,000). State law preempts; Georgia State Patrol troopers and Athens-Clarke sheriff’s deputies retain charging authority under O.C.G.A. § 16-13-2(b).
DA Deborah Gonzalez and Restorative Justice
Deborah Gonzalez serves as the District Attorney for the Western Judicial Circuit (Athens-Clarke and Oconee counties). Gonzalez has emphasized restorative justice and diversion for low-level drug offenses, including marijuana possession. Her office’s declination practices were among those targeted by the 2024 Georgia legislative push to create a state Prosecutorial Oversight Commission. Athens has a long-running indie-music heritage that predates legalization by decades. The 40 Watt Club, the Georgia Theatre, and the broader Athens music scene from the late-1970s onward (R.E.M., the B-52s, Pylon, Widespread Panic, Drive-By Truckers) have produced a tolerant local cultural posture toward cannabis use. Cross-Border Drives
From Athens, the closest legal flower dispensary remains the EBCI Cherokee, NC Great Smoky Cannabis Co. (~3-hour drive northeast). The closest robust medical-cannabis state remains Florida via Jacksonville (~5-hour drive south).
